Summary
I bought the program to be able to save a PDF that wouldn't allow saving. However, A-PDF Restrictions Remover didn't remove this restriction. To do that I ended up using PDF Creator. It is set up as a printer driver. When you print to PDF Creator it saves the file (also a PDF file that doesn't allow saving) to a PDF file. However, the saved file can't be edited after saving it.
My rating only has to do with the incapability of the program to remove the no-save restriction.

Works quickly, either inside the program or as a context menu in Explorer. Creates a backup of the restricted PDF. The trial actually lets you use the program, unlike some password recovery programs.

In doing graphics work for the government, I frequently need to use a PDF as an image, but their random password protection makes it impossible to open some PDFs in Photoshop. I don't like screenshots because of the size, and opening the PDF in Photoshop makes it easier to work with than exporting to jpg in Acrobat. I looked for a password remover or recoverer, but this is much better. I especially like that it works as a context menu item, so using it is as easy as right-clicking. It also works by opening a file from inside the software for those who prefer to do it that way.

It add to the context menu 2 more command line, makes the menu more messy. There is no multi remove, quite tired... You have to pass an Enter key window, which is the fact of its trial periodic. Just 10$ to buy, none could slow you down like that.
